    @Agasha, For question 1, I don't think it a matter of trust, I think its important for participant to fill their own forms because it might motivate or give them confidence that they are fully integrated into the project or it could also be for confidentiality particularly in health or financial project where you need some critical or private data from participant.
    Question 2. My experience from the previous organisation I worked for, to prevent field officer(enumerators) from manufacturing or filling the PTF themselves which according to plan was to be filled by participant, they normally asked us to take GPS coordinates of the exact locations where the forms were filled and also we each team have one supervisors as back-checker. This back-checker visit these communities after the team has gone and randomly select some participant to fill their PTF which he will bring to the officer for comparison. If we found out one or some PTF are totally differs from the field officer's PTF then that particular field officer is in problem and will be investigated and dealt with accordingly.

  • the simplest way might be for a person to create a tool which is simple to use is to think of what you want to achieve or maintain in terms of quantity quality (this depend on type of project you are implementing), then think of who or what you want to get involved through the process of implementation (this can be age group, Sex), you can also add the column for contacts which is helpful for further communication

Completing a tool that asks for information that is not pertinent to your M&E can frustrate both the one completing the tool and the one collecting the information after the tool has been completed.     @Agasha these are great questions when considering a PTF, and @Alim16 thanks for addressing them! I've often wondered which way to go with completing forms like these... is it easier for a trained employee/volunteer to complete the form for the participant since they would be trained on how to complete it, or would it be better for the participant to complete it, even if that means follow-up questions when a form is incorrectly completed? I think the point you make about how completing a document like this themselves provides not only a sense of pride in their participation, but also security in the program itself is important to consider when making these decisions.

    I think trust may not be the correct phrase but is an expression preventing the delegation of authority to others. I think is better when the respondent are allowed to express themselves in their own words . A field officer's word might express the information in a way that it was not intended to be .For me is a case of hearing the respondent directly.
    In the second instance the use of photographic evidence avoids or eliminates the possibility of fraud . It is used by Plan International and I will recommend other organisations follow that route,

    @Fidelia, I agree with you, but if necessary, it would be better to take a look at your field to see how other researchers in your field create data collection tool, this will help you easily make an informed decision on how you can make yours which will work best and simple for your own research, and if possible include instructions on how to use it..

    when creating a data collection tool, one of the tips is simplicity of language so the understanding of the indicators does not bring confusion or misunderstanding. The second thing is the use of codes and instructions to accompany the data collection tool. Lastly, it is important to orient data collectors on the use of the data collection tool so that all of them are on the same page.

    The best way to make sure that one is creating data collection tools that one's users will be able to use easily is by engaging in simple language and instruction methods, but also by testing one's tools with peers, the community, stakeholders, etc. This is done to gain their feedback and input on this matter, which in turn, will make the tool much stronger and clearer.

    Some tips I could offer is to use simple words and offer a translated version of the tool. For example, if one is conducting research in Quebec, Canada, they might want to incorporate French in their tool in italics below or next to the English questions. Also, one could ask someone who fits that criteria to test the tool in order to gain their feedback and input on how to make it clearer or more understandable.

    1. Who is going to use the tool? Is it the project staff who are conversant with the language used?, is it a beginner who does not understand M&E language, is it a participant who is going to fill the form?, do they need translation, how often is the data goind to be collected?
    2. There is need to pre-test the tool before use. Pretest for question comprehension, is the question clear to everyone or it can be mis-interpreted, Is it measuring the indicator in question, Is it clear and not ambiguous,
    3. Revise the tool regularly so that you make additions or remove things that will not be of help

    The most important thing to note is to make sure that you focus on essential information. This particular point stood out for me because generally is make life easy. Irrelevant information just ends up complicating things.

    One way to create tools that are simple to use is to make sure you are only collecting what is necessary. Completing a tool that asks for information that is not pertinent to your M&E can frustrate both the one completing the tool and the one collecting the information after the tool has been completed. Offering assistance in completing your collection tool is always helpful for those who may have a low level of education, training, or language fluency. This could be in the form of instructions, or a staff member/volunteer to help the participant complete the tool.

  • I think ultimately, understanding the user of such tools will be the best way in creating the most easy to use tool. If for instance, you're creating a survey for medical doctors to be filled by them, I doubt that using seemingly 'big words' might be an issue as compared with say a tool to be filled by community health extension workers (CHEWs) using an observation method. Putting all factors into consideration and critically examine what is required.

    The first step is to identify, who the user is. This is the most important part of using data collection tools. Then, one need to focus on, up to what much the user is acquainted with the terminologies written in the format. Whether, the users are new and unknown to the project of mix user, some known and some unknown, or users are working in the project. If users are unknown to the project and terminologies that are used in the data collection format, it would be good to give them training around data collection tools and then demonstrate it such that error can be rectified. If users are mixed training along with hand holding support to the new users by experiences user for first few days would enhance the quality for data collection, however, one need to focus on cost effectiveness. If users are familiars with the project and the terminologies used in data collection tools then a practice session would be enough for this.
    For users having very low level of education, simple format would be better with the language they can read easily.

    I quite agree with you, the users are very important when designing tools. In my opinion, they are a 'rate limiting step' to the M&E of any project. How the tool is designed, their understanding of such a tool and how effectively that translate to the quality of data generated will ultimately determine the outcome of the M&E.

  • When creating tools that even users with low level of education, training, language fluency can use, you should first of all consider who will use the tools, what experience does the user have in using the tools. You should focus on essential information as adding more questions can make it more time consuming and complicated. You should also collect metadata which explains where your information is gotten from.

    THE tip thats is most useful towards creating tools is a simple understanding of the outcome that one is wanting to extract or know. in the MEH case one wants to gather information on the loan and the impact that is has had. so based on the actual exercise that is monitoring or evaluation, keeping in mind about the former aspects tools need to be developed. for a monitoring exercise it may not be viable or useful to seek information on the value or impact proposition but instead will be good to focus on aspects like amount of loan, repayments received, interest and principle amount breakups, revenue invested in business as of date, remaining money that the loanee still has with her....so keeping in mind the actual purpose its important to know what one seeks and then build accordingly

    I am very impressed with all the data collection methods that i have learned about, they were actually helpful in terms of improving the systems in the organization that i am working in. I have cove to realize that collecting data in an organization is very important because it helps us to keep track of the progress of our work and to be able to account on everything that happens. as well as checking whether the people we are servicing are satisfied with our work and the services that we are providing for them.
    to ensure that the data collection method we use is easier to everyone we will request that our field workers be the ones who will go to the field and fill in the forms and explain to people while they do that to avoid confusion.

    To ensure that the tools are simple enough even for the people with the lowest education levels to be able to understand. It is also important to ensure that only the necessary information is captured in the tool. For this to be realized, keep the project objectives in mind such that the tool being designed does not go off the rail but captures what is intended to be captured. The other tip would be to pre-test the tool before it is launched for use. In the pre-test, the would-be users would be involved so that they could give feedback on whether the tool is user-friendly or not. After the tool has been finalized, it would be necessary to train the users on how to use it. This would ensure that all misconceptions are dealt with.
    It is important to get opinions of other experts as you come up with the right tools. Getting other experts or colleagues involved in your design of data collection tools can make the process a whole lot easier than doing it alone. Another tip would be to look at what others have done rather than re-inventing the wheel.
