unrealistic targets
To be able to fix baseline it is necessary to know your project, to know what is the problem your project wants to resolve. Acknowledging that, it will be easier to look for baseline in the documents we used to create the project resume. For fixing targets, i think that the NOPE method is good: fixing a target if no risk come in, fixing also a target if all the risk come in, and find the realistic targets that could be applied to the project.

based on the baselines and historical trend and other sources of information we can fix this unrealistic targets ,and based on those the above listed method of setting targets we can set realistic targets.it is critical issue because if the target is unrealistic everyone involved may be disappointed the team ,the donors and people who concern setting target.
