M & E plan should be created because it will enable the organisation to understand the project better. In carrying out this plan, various methods will be devised to measure the achievements of the proposed project. Also the main aim of the project will be considered and the right measures needed to accomplish it will be put in place.

I do believe that an M&E plan is necessary one of the most important goal is to ensure that your stakeholders are in agreement with the outcome expected and have buy in to the project. The other is to ensure that the team is on the same page and to ensure that all activities are documented in such a way that discrete actions can be identified so to the outcomes.

I'd advise that you create an M&E plan because it is a tangible tools for comparing impact of project activities against the baseline survey. With the information derived from an M&E plan, you can confidently show donors the impact of their monies and advocate doe future funds justifiably.
