The importance of monitoring and evaluation of the project concerning the MEF will be to create a data base or collection data which will give the project information or help the project come with the period when the activities will be implemented, targeted area will be defined and the number of the targeted beneficiaries will be planned.

This way it will be easy for the project to be monitored from the period planned and it will be evaluated based on the period, targeted area and measure of beneficiaries through impact made by the loans.

Sure very true. The importance of an M&E plan cannot be overemphasized. It is the navigational tool for an project and besides helping the organization to track performance, it provides the necessary data to assess if indeed the project met its agreed goal.

From my point of view you should create an M&E plan because it will help you measure the success of your project and help you communicate your report statistically to your donors/funders.
