  • A Target is said to be unrealistic when for instance a project planned to be implemented in two years is attempted in six months.

    Also, a Target is said to be unrealistic when the budgeted amount for a project is below the target. For example, a Target has been set to provide 70,000 mosquito nets and the amount released can only acquire 30,000 mosquito nets.
