I think the project manager should consider an M&E plan because they want to know how their project is going. and if it isnt how it can be quickly fixed and they will need a milestone report on how well the project has fared.
For every indicator the Project Manager has already foreseen the risks that comes and will be able to quickly solve it.

I think both the GOOD and MEH plans works together.if the first plan of opening a saving account for the kenyian girls rate 90% it will therefore influence the second plan of opening a microloans . But if the rates of those that saved is as low as 20% it will definitely affect the process of microloans.

Monitoring & Evaluation(M & E) as a critical element of Project Cycle helps Project Managers and team to measure progress of the project in the past, to track future performance over time and make informed decision about the efficiency of the project and the efficient use of resources.

As for our project, project have activities log frame and M&E system. The project base on the survivor of trafficking.
Log frame is only set up for the activities. There is no identified for why the trafficking case is happened, which country the most trafficked to, type of trafficking, adult or under aged and Male/Female. So I created the data-based with excel and filter the numbering. Base on the data, project could analysis the survivor of trafficking finally. As a result, project could planned that how to decreased the human-trafficking cases in the communities.

According to me, we need to focus on the goal of MEH project. This project is design to improve the lives of the girls, so we need to measure both- number of loan were given out and number of business were settled up with the loans.

1. Girls Organizing for Ongoing Development (GOOD), a project that will help local girls to open savings accounts. The target is to open 1200 saving accounts for girls in 34 Kenyan villages in the next 6 months. The organization should specify the targets, girl in which range of age? If under 18 years old girls, do they still need a parent representative for Bank? Do the loan will manage by the community or not?
2. Microfinance for Expanding Horizons (MEH), a project that will let girls borrow small amounts of money (microloans). The target is to make and M&E plan to measure both businesses and the amount of loans. The organization needs a baseline study first.

MEH is on the right path, among other areas they could monitor and evaluate is how many girls use the microloans and for what purposes they use the loans for.

For instance, if your output is to train 10 students to use a specific software, make sure to monitor the progress they make every week. In this way, you will be able to provide evidence on how the final output has been reached.

3. Monitoring of outcomes and impacts. Outcomes and impacts are more difficult to assess. Whereas it is clear how to measure the success of an implemented project by stating that a certain goal was reached, to measure the impact of an activity in community dynamics is more challenging. Thus, find your way to monitor what happens ‘around the project’. For instance, you can elaborate on a strategy able to prove that not only these students are learning how to use new software, but also that by acquiring a new skill the quality of their lives is somehow improving. By designing a monitoring strategy able to assess outcomes and impacts, you will succeed in proving to your donor that the implemented activities will have a positive, long-term effect in the community. I think one other key thing in M&E is the definition of indicators that would be monitored in the course of implementing the project and designing tools that will help in data collection for reporting to the organisation funding the project.

i think its important to set the target parameters to enable the NGO measure the success of the project. This will provide ground for monitoring and evaluating the process. GOOD seems to be easier to monitor, considering 1200 accounts to be opened distributed among 34 villages. my take is how evenly distributed is of great concern to me. since the villages might not have the same number of girls, obviously, and secondly, how much of sensitization to the project is accomplished in these villages is key to the success of the project as well. MEH seems to be the major work, monitoring the usage of the loan is key to the NGO and the donor. since the loan is meant to raise the social economic development of these girls and in turn raise the standard of living in theses villages. M&E is very important to both projects.
