    I believe that irrespective of the need and intended use for the data being collected, the sensitive nature of the data must be considered across all known and potential harm. In the referenced case, lets say the tables are turned, and the data is collected from politicians who are howbeit kept unanimous, yet the sensitive nature of the data collected, may provide miscreants and rumour mongers sufficient pieces of information to emotionally blackmail these high placed individuals. Same goes for the low standard individuals.

  • The principle of "Do no harm" is the baseline of the ethical principle. M&E professional should advocate for its respect in case donors or funder doesn't want to align his/her plan accordingly.
