In M&E, understanding one's stakeholders, their expectations in terms of type of data they expect you to collect, the quality of the data and what questions they want to answer with the data is very very important for a successful M&E enterprise. If you do not understand these things about your stakeholders , especially the ones that will use your data, it is very likely, you cannot satisfy them.
