Setting of targets
I have found that one of the problems with the initial targets is that projects take far longer to get going than originally anticipated. This has often necessitated the project manager going to the donor to request a change, which often then slows things down even more. I generally first see if I can increase the targets in each individual monitoring period, and then ask for input from the PM. Any other suggestions?
