Monitoring and Evaluation is indeed the bedrock of any successful project. It is clear that without M & E, project managers will not be able to a give a convincing report on how their project went.

The topic is quite well as we are using a virtual example to achieve something. The virtual example is really a good representation of the situation in most of our organizations.

The importance of M&E cannot be over emphasized, as long as you are dealing with a project with a time frame and resources that you have to account for. it is important that the utilization of resources is measured so as the time spent on the project. It is therefore important to establish how the performance of the project will be measured and how it will be evaluated in order to know if it achieving its objectives.

In my opinion, what you don´t measure you don´t manage, so having a robust M&E framework for your porject is crucial to its success.

Monitoring is an ongoing process mainly based on the targets that are set and all the activities planned during
the planning phases of work. It helps to keep the work on track and can enable the project team/ management detect where the project implementation may not be progressing as expected. Besides, project monitoring enables one to determine whether the resources availed for the project are sufficiently and effectively being utilized. It also enables the project team to ascertain whether the human capacity for the project is sufficient and appropriate, and whether one is doing what had been planned to be done.
Evaluation on the other hand is more about the results/outcomes and impact of the project. It is usually an episodic assessment of the change in targeted results that can be attributed to the program or project’s interventions (Goyder, 2009).
Monitoring and evaluation is greatly needed in that the generated information can be used by policy makers in improving the processes and procedures of countries to identify and select projects and programs aligned to the national development agenda (Saladores, 1998). Projects which are appropriately aligned to both the people’s needs and the national plans are also likely to be more cost-effective and stand a good chance of success. The results accruing from M&E processes reveal the level of efficiency in project implementation, and bring to the forefront the reality over whether the project is focused on the needs of the beneficiaries, able to identify potential problems in the processes and progress and allows for the prompt application of the desired corrective action as observed by Gilles (2006).

In the NGO´s and other development agencies M&E is vital for the accountability with donors and to measure progress, correct issues as they happen and above all to really create an impact in the communities where the project is working, taking into account the indigenous context and adapting to their needs creates successful interventions that are self sustainable in the long run, because the beneficiaries are empowered to change their own lives and communities.

I think one of the most important aspect of M&E is that it removes the possibility of us using assumptions when making decisions regarding projects. It allows us to make fact based decisions.

Well when we see the given two case, first case has described how the M&E has been used to measure the efficiency and effectiveness of the project. On the other hand in the MEH case we can clearly distinguished that the stakeholders are in dilemma to check whether output or outcome of the project.

The importance of M&E can not be ignored because, it is the back bone or foundation to a successful project, if an organization is to achieve accurate precision and an insight to a project, the a plan is very important.
As we see in the two project example stated above (the Good is more likely to succeed because the have an M&E plan, but the MEH is likely to fail since the have no idea on an insight on how to go about achieving their goal as the the team has no knowledge of an M&E plan.

Being that projects operate within time, cost and quality constraints, no project manager wants to realize errors only at the project completion stage. M&E helps to anticipate the project pathway/life cycle, mirror its outplay and provide various mechanisms for navigating through even some of the challenging situations along the way.
