  • The necessary and sufficient conditions here are: water (from the ground, for example), pipes and other equipment and protective walls to extract, purify and deliver the water to the people at a designated spot, water buckets for the people to fetch water, fire place and pots to boil the waters by the people once fetched the water, and drinking cups to drink the water with.
