  • Designing a Land Reform Project in Nigeria

    Hello Community! My name is Y.M. Paiko and i am considering starting a land administration reform programme in a Northern state, Nigeria. The objective of the project is (i) to simplify and shorten land registration process, reduce the cost of registering a land, increase access to title document (Certificate of Occupancy), etc. I therefore require useful advice from the community on how to go about it in terms of its design and development.     @Paiko i want to advice that for this kind of project, Geographic Information System(GIS) should be considered as a formidable technique that will useful for land geo-rectification and location that will help in issuing C of O faster to potential clients

    @Paiko having gone through the aim of the project, and my knowledge of human centered design, i would advise you work closely with the land bureaucracy of the state. And most importantly the inhabitants, researching the challenges in procuring a land. With this, it will provide you, with ideas on how to achieve your aim.

    Nice, lands in northern Nigeria are easier to acquire than lands anywhere else. but the processing of documents is usually slowed down by government bureaucracies and government officials do require tips to enable them to process it faster. but what do you hope to achieve in the long run by helping people get landed documents faster?

  • Hello all, what a nice and wonderful idea that we all going to benefit from. Judging from the way things are moving in Nigeria most especially in the northern part, i have say; Re-directing form your objective 1.to simplify and shorten land registration process: Is a good idea because only then it will stop Mr A,Mr B and Mr C, for instance a land mayb registered from Mr A name and Mr B will buy from Mr A then Another person might come from only God knows where with fake documents and sell to Mr C and that is where the problem will set in that person will disappear create problems between MrA and MrB which may eventually lead to a court order then to tracing the real owner of the land claims. Just want to say in conclusion to the first objective you have stated, these are the kind of issues we face in the north and I believe with objective of yours most people will be able to register their land appropriately, i think there should an advert or a law that reminds people of their land registry and others to avoid any problem that may arise in the future.

    To encourage more people to register their land, obtain title documents to facilitate access to finance, enhance the value of their land, increased revenue for the government, to help with planning, etc

    Hey Paiko,

    This is a noble venture you are planning on undertaking in the Northern Part of the Country. As you may or may not be aware, much of the Northern Region is still underdeveloped. which translates to lack of Data, Records, and informative structures, that would other-wise simplify your efforts.

    That being the cause my advise is as follows

    • Target and Locate the State(s) you would like to start off from.

    • Find a point man/woman or small organization that can run ground work for you

    • Liaise with a LGA or LCDA within your targeted state.

  • I think, any land reform administration should concentrate on dealing with the rightful owners as the will help achieve the objectives. Also, try and deal with licenced professionals.

    I agree with Dadodo, mal administration seems to be the order of the day in many of our countries in Africa, trying to get external help is a good option but mainly as a third degree and a safety net if things with government officials go sour, I think your venture is admirable, also infrastructure will play a big role in what you're doing
