I completely agree. In essence an M&E plan acts like a 'playbook' that sets out the why, what and how of monitoring and evaluating the project and data collection.

that's is quite right ,but don't forget that any project it has to be monitor and evaluate at almost all it's phases then there is an important part of the project cycle called monitoring. monitoring the second phase after planning
