    For a project that is new and it's type has never been implemented before, no baseline data and there is no historical trend identified, what are factors to consider so that we attract funding but on the other hand we do not make commitment that will be way too far beyond the abilities and capability of our project team

  • You may want to start looking at the very idea of the project itself. Why do you want to start the project in the first place?
    Then - identify if there is anything remotely related to that topic available within academia.
    If yes - then use that evidence to draw your intended output.
